The graphics were a bit cleaner and the retranslation was like two thirds longer (better written) plus there were a bunch of extra dungeons that actually tied it into Chross and Radical Dreamers. You are absolutely right but consider this, this is Rockstars first attempt at an online GTA game and to be fair it's (as we've now found out) and entirely new genre. A game where you act on some of your darkest desires is one thing when it's a solo play but when it's massively multiplayer and relies on it's own
