You can do it with just about any boot disk that can access NTFS. Most people already have a windows disk even if they’ve never had to reset as password before. There is no 3rd party utility required.

lol “secure windows 10" sorry but unless you are doing full drive encryption that password is near worthless. There is even an easy way to rename a file and get a admin level cmd prompt before the login screen and then reset your password. It doesn’t take much more than any kind of windows boot disk.
