That's always been a problem with this show, which is weird. It can give us great banter that doesn't feel forced (the "banter" on almost all other investigative shows is godawful) and it can give us great philosophical discussion. But exposition? Total ball drop.
I think it's a good follow up in that it's half MotW and half mythology. Going from huge revelations to something completely different without the characters mentioning it wouldn't be as acceptable on TV now.
I know Carter actually became worried about that at some point.
I don't think the X-Files has no faith in the government per se, certainly not like the Tea Party. I think it has no faith in governmental forces that exist outside democracy, particularly ones with military power. The Syndicate, after all, was made up of military industrial corporations and DoD people.

Or maybe that's just what they *want* you to think… Maybe they're all incompetent and the conspiracies are just a front to make them look smart.
For them to say the aliens never existed would be a really, really bad move since we've seen the aliens exist and we know the Syndicate believed in the aliens 100%. For the aliens not to exist would essentially make this miniseries a parallel world.
I don't think we're supposed to believe it was a smokescreen. Also, the black oil looked like it came out of the dead alien so I don't think that's been forgotten.
