Not even remotely how that works. Capital gains kicks in when you sell an asset, not when you buy or receive it. And Canada has an exemption on cap gains for your primary residence anyways. So as long as whoever wins it decides to actually live there most of the year, they’re in the clear.
hmmm Capital Gains Tax in Canada is immediate 50% which property is subject to. So if we assume the fair market value is 1.7M$ then expect to pay 850k$ in capital gains.. This happens every couple of years. And the cycle is always the same.

2) Authorities get wind of it.
3) Turns out it was always an illegal lottery and it gets shut down.
