Why would you need to prove income level at the time of purchase? I think what they meant by tiered would be have the sales tax higher on luxury goods and low or non existent on items classified as essentials.

Include a national goods & services tax so the income tax rate isn’t that high.
Then buy canned goods that you can just peel the lid off and eat. If the power doesn’t go out, you can eat it some other day. If one needs bread and milk, that’s fine, but it seems silly to go on panic shopping sprees for those two items like people often do.
It’s the price you pay to have more fun.
