There is no reason why that ratio should not be the opposite.  90% EV, 10% ICE.  Of all the dumb shit the government funds, this is something that will save taxpayers a ton on down the road in maintenance and fuel.

The numbers are confusing as reported. You talked about what a 10% BEV fleet means for carbon emissions, then talked about cost for a full BEV fleet - can we get clarity? Is the $1bil for 10%? What does the $11.6bil over 20 years mean?

Something with this math doesn’t make sense. A low speed vehicle with a 94kwh battery should be able to cover hundreds of miles, not 70. Especially when considering all the regen braking charging they’ll get.
