Obviously great news, BUT (I have a big but), civil rights should not need to come to a vote. there are any number of ways to change things. but my point is there are no small tweaks that would fix this. A system like you propose would change the way doctors have been changed for about 100 years. Doesn’t make it impossible, but does make if VERY difficult.

couple of things, there are no residencies that are 10 years long. The longest residency is 6 years. A number of very subspecialized fields, like pediatric surgery, cardiac surgery, transplant surgery, etc. will then add 4-6 on top of that. So 12 years is the absolute minimum.
