From what I can remember during the transition, floppy disk referred to the larger disk and hard disk referred to the smaller disks. When floppy’s were phased out the name just stuck and I guess hard disk refers to the HDD.
The smaller ones were often distinguished as diskettes, at least in manuals and other literature. Don’t know if anyone actually said it out loud.

This entire article is framing this as if TLoU didn’t do this story back in 2013. Huge swaths of this episode (and the series) are straight form the game, and aside from seeing the men and women of the community, this is maybe the closest the show has hewn to the game.
