In truth, Kaep bringing hope to inmates can have the opposite effect. If relations do improve, that could lead to fewer incidents of recidivism, fewer sentences to serve at the jail, etc. That could lead to fewer officers needed, etc....remember, these fools are trying to maintain the status quo to keep jobs.
