I thought a Kamm tail negated the need for the extension, as long as the laminar flow was separated cleanly at the truncation of the rear body edge... why does the Kamm tail need to extend further, and arguably disrupt the laminar airflow at the seam more than it aids the trailing drag effect?

All they need to do is specify a temperature for the minimum pressure and a correction formula. Then when they measure the tire pressure take the tire temp at the same time. Plug it into the formula and now it doesn’t matter what the temperature was or if the warmers were plugged in.
