OK, Manchin is an asshole, and he is all too predictably spiking the filibuster and voting rights... BUT he has voted with Biden 100% so far this year. And West Virginia is conservative as Hell. So The alternative to Manchin isn’t 50 REAL Democrats, it is 51 GOP and 49 Democrats.

As a driver of an electric car, I’m pretty sure this type of thing is coming in many states soon anyhow. Roads are (supposed to be) paid for and maintained by gas taxes, which electric cars are avoiding by charging generally being performed at home.
