I wish it was a law that reverse lamps may *only* come on when the vehicle is in reverse. 

Slowing/stopping is certainly my first instinct when I see reverse lamps. Which is why it frustrates me to no end to see vehicles (especially GM ones) using those lamps for convenience illumination.
