I can't say that at all. Gotham may not be good but SHIELD was definitely worse. And, it's not fair to compare Arrow to the other two shows. Arrow is actually a superhero show. Gotham and SHIELD aren't. They're just shows set in the D.C. and Marvel universes without a superhero.
