If you know about the history of black characters in TV shows and movie (and really minority characters period) then it's not really hogwash. Henry mentions that Garrick is his mother's maiden name, I'm going to assume that Garrick's mother never married and Jay never met Barry's mother so Barry is not around on Earth 3. Earth 2 Jay is killed by Zoom while Barry's parents are still alive or at least we know his mother is.
