that's part of the whole fantasy angle though, it's the show's equivalent of a boy pulling a girl's pigtails in kindergarten because he likes her. Oliver's pushing her too hard or snapping at her because he likes her, but the show won't pair them up just yet.

this is true, but the League is not necessarily opposite to Oliver by default, I'm pretty sure if Malcolm and Thea are the main villains next season (which in all likelihood they will) at least some of the plot will be dedicated with team Arrow striking an "uneasy alliance" and all that stuff to join against them.
comic books are pretty liberal man. Mostly because they got a lot of flak ever since the 90's crash and more harshly through the late 90's and early 00's for the skimpy suits and too many white males stuff.
I'm pretty surprised at Miami, still as you mentioned the population within the larger metropolitan area can be much higher, so the Glades are definitely within Starling City but Oliver's house is probably outside the city limits but within the county, that kind of stuff
