i'd argue icicles, freezing things and even fog is a fairly more straight forward use of cold powers than phasing through solid objects, time travel and lightning is to speed. And Caitlyn's pretty smart.

Any chance Savitar is like a robot invented by julian to be his god. He can use more speed force because he's not bound by human limitations. i think Julian has multiple personalities so he doesn't always know what he's doing. He could even be Savitar using a speed clone.
