That's true. Also, in Ruffalo's defence, that was the director's choice for that scene. He could have asked for less. Ruffalo is actually more of the reined-in school. And he should have got the Oscar for You Can Count On Me, imo.
I disagree. Both are men of few words, true, but I feel they're very distinct characters and he played them so. I never had the feeling of watching Thomas Cromwell in modern clothes in Bridge of Spies.
