If you sort of read between the lines of this episode, this makes sense to me. I think it makes sense that Felicity would want to lay low after what happened with her and Cooper. What happened probably shook her to the core and lowered her confidence in herself which is why she probably took that middling IT job.
I think they /are/ compatible. Felicity's strengths balance out Oliver's weaknesses and vice versa.
Being a vigilante also requires actually caring about others and sacrificing your needs/emotions/whatever FOR others so they can stay safe. Most heroes I know are martyrs… And Laurel's probably the most self involved person on the show. :/
