No, the top heel is most definitely Rollins. Owens is just competing in the upper midcard. There's no indication he's above Rollins, and Rollins gets much more screen time, usually the opening and closing segment.

Presumably Owens is US champion, so he can't be the top heel just yet, competing for the WWE title. Lesnar is totally a face at the moment. Wyatt is possible, but he needs some serious rebuilding before then.

Yeah, but he's the main heel in a roster lacking strong heels. Turning him after all the work you've done just so he can face Triple H before Triple H goes back to not wrestling makes no sense. Triple H turning face makes more sense, which is really strange.
