Absolutely not. Season 4 is relatively light on plot, but I maintain that it's New Girl's second-funniest season. Episodes like Background Check, Spiderhunt, The Crawl, and Clean Break are some of the best episodes that the show has ever done. Even plot-wise, it sets up Season 5 perfectly.
