That relationships BE opposite-sex is the ideal.that's the "public" part.On an individual level,a relationship may fail,and may have no reproductive intent or capacity.But on the species level,its being opposite-sex is key.

So long as people fail to adhere to the opposite-sex norm the norm needs reinforcement to correct that error.
