I think you should see it. It's one of the strangest films I've ever seen. Makes a good double bill with The White Buffalo, starring Charles Bronson as a syphilis ravaged Wild Bill Hickok.

Yeah, I agree. While it's certainly not a great movie, there's actually very little overt, pro-America rah-rah jingoism. Certainly not on the level of a lot of other 80s action movies (Like Iron Eagle, as you mention). It's actually pretty bleak.
