The movie just had to much going on. They had mermaid girl, stereotypically hot guy, Penelope Cruz and all their plots, plus the actual plot involving the fountain of youth and then Barbossa was there too. With all that, there just wasn't any time left for McShane to really get in there an chew.
I think the main issue with all the sequels is that they forgot that Jack Sparrow isn't the main character. They started trying to make the movies about him, but he can't carry a movie. I was expecting Coulson to pull one out and shoot May in the back while she was tearing up the locker room. You wouldn't get the Director reveal, but it would have made a lot more sense.
