Yah, on both IMDB and Wikipedia he's only credited as 'writer (characters)' which makes sense as he indisputably created the characters. The other two guys share the actual 'written by' credit for the script. I should watch it again, I'd forgotten Jonathan Banks was in it.

It's just a standard RP accent, there's nothing 'thick' about it. I imagine the idea is that she grew up in the South East of England and moved to the US before having Sam.
