That might be the reason by WB greenlit the project but Snyder made it that way because of his love for sex, violence and watchmen when it comes to comics.

Actually this fruitloop was written specifically for Eisenberg because Snyder liked how *CRAZY* he was.
That's the true sign of a guy who respects the character-inexplicably altering a great character just because you like the neurotic antics of an actor.

Stark already knew Bucky was brainwashed. He did it because he wanted revenge. It might feel stupid or out of character but there's no way that it could've been resolved by sharing some info like in BvS.
