It's kind of hard to blame other plotlines for the main one failing, but you aren't exactly wrong. If they cut Alex/Maggie, James going Guardian, Mon-El entirely they'd have a lot more time to flesh out Cadmus.

He is. Nobody cares about Rosa's made up category.
No they were both Bullet Tornado.
Too many great moments to count. My personal fave:
"You can never make me betray Hydra!"
*QUAKE*
"Just…put it up on the teleprompter then."
Goodbye to Ward? Impossible. You literally can't get rid of the guy. They nuked him in space and he's still having scenes.
The machine is supposed to make flesh bodies, right? So he'd be a person.
Can't have a season of AoS without Grant Ward, but it feels like bringing him back the same way is too easy for this show. They'll be more creative. Ghost Rider drags him back from Hell as a host or something.
Yeah, the Framework has a mind control component. There isn't a ShieldFitz somewhere tied up and screaming. It's just buried memories, like with Colson/May/Mack.
Did anyone else feel like AIDA's minions glitched out of existence? Like, they had Daisy/May at gunpoint, then she blasted it out the window…and then they were just looking out the window. What happened to the guys with guns?
If Ophelia wakes Fitz up with Hydra-Fitz's mind…then I can imagine who the villain for next season might be…
Probably just preventing villain escalation.
Yeah, that's what I'm getting at. If a human has to wear a tank and have Winn run tech interference then how come the DEO seems to do just fine?
"This will revolutionize life on this planet…but I'm super concerned with whether or not you might need to pay a fine."
I dunno, Mon-El is not this season's problem. If anything, he's a welcome distraction from the fact that Cadmus has no narrative weight.
or her perennial episode role of 'agreeing with Cicso'.
Reserving judgement on Lena-as-regular. In general I think the show has leaned a LOT on her last name in terms of making us care about her. And that works as long as you can tell yourself that she might put on a battlesuit and hold the city for ransom or whatever.
Winn is super thirsty. He'll forgive a pretty girl for anything.
It feels like she can go super-fast in a direction, but like she doesn't just speed up her frame of reference and live hours in seconds. Like, they remember that she can go somewhere faster than a jet, but the 'Barry tries all the passwords' thing isn't how they do Supergirl's speed.
I like the actor a lot. As long as the character isn't just totally up to terrible stuff I'll be happy he's on screen.
