Yes, it does work like that. In the Game of Thrones, from all instances that we have seen, Westeros goes by true-born, patriarchal kinship, not by simple marriage. The key word being "patriarchal". All the sons inherit, in order by age, before any daughter inherits. Husbands rule for their wives.

Cersei is Regent of Tommen because she is his mother, Lysa was Regent of Robin because she was his mother. Baelish is not even his next of kin.

Perhaps she sees kings blood in him. I've long suspected that Jon Snow is actually a Targaryen, by his mother. (If you read the books don't say anything, Yea or Nay). It's the only theory I can think of that explains why Ned Stark would never disclosed who Jon's mother was, not even to Robert.

All the people in Westeros are more loyal their house and great house than they are to the Iron Throne. I.e., A person from the North will obey Lord Stark over the orders of King Baratheon. A Karstark from will obey the orders of lord Karstark over the orders of lord Stark.
