As it's depicting events that happened after the first book, I think sequel fits.

I think it's more of a matter of her not thinking of it as separate from TKAM - like a first draft sort of thing. She re-wrote and the finished piece was published.

I didn't get the impression that the cops were shooting at either Beth or Noah…I thought they were shooting the walkers. Noah escaped because he was too far to grab - he was never too far to shoot.
