I thought the Dawn character was interestng. It seems that for her, law enforcement wasn't only a job - it was an identity. Even after everything goes balls up she creates laws to enforce. And those laws don't have much to do with keeping people safe, but rather with preventing "theft". People can get beaten, raped,…

I didn't get the impression that the cops were shooting at either Beth or Noah…I thought they were shooting the walkers. Noah escaped because he was too far to grab - he was never too far to shoot.
