The problem with Fitz and Mellie is that we're told that both of them are wickedly intelligent, without being shown. We have no evidence that Mellie is smart, and we have no evidence that Fitz is the second coming, and that's entirely on the writers.

The show goes to great lengths to tell us that Fitz is a great president, much in the same way that they try to tell us Mellie is a smart political animal, yet they fail to show us.
Contrary to popular belief, Scandal isn't about Fitz. He's the love interest of Olivia Pope, which means that anything he does has to lead back to Olivia in some way. This isn't HOC or The West Wing, you're not going to see Fitz governing because THE SHOW ISN'T ABOUT HIM.
