My understanding is that he can use it to switch places with anyone who wins reward. Therefore, if a team wins reward, he can switch places with any member of that team since they have all, technically, won reward.

I felt like that about last week's Tribal. Michelle's name wasn't brought up as a possibility even once, and she got the votes?
