The real-life Attorney General of the United States and one of the most corrupt members of Warring Harding's administration. In between season 3 and 4 Warren Harding died and his gang of cronies was taken out of power by President Coolidge who cleaned house.

I don't think it's that so much as we don't know enough about him to find it believable.
