If you have a non-touch desktop/laptop it will boot to desktop. It will still boot to the start screen for tablets and I believe hybrid devices (desktops/laptops with touch) will boot to the start screen as well.

It makes perfect sense in that Cortana was pretty much a digital assistant for the Master Chief from Halo, Microsoft's best gaming franchise. How is it worse than Siri? Would you rather Microsoft Bob? Clippy? Does it really matter what name they picked? Someone somewhere wouldn't agree with it.

You mean dogs that were specially selected and trained to do those duties, sure. But there are plenty of dogs out there that would be perfectly content if they never had to rescue or assist someone. Don't get me wrong dogs rock in that they can do that, but they aren't all like that nor are they all willing to do that.
