True, but if you have a Windows phone you created a Microsoft account. You can log into Skype with your Microsoft account. Skype was acquired not too long ago so there's a possibility for future integration with the OS.

I deal with enough hardware to know that just because two people have the same machines with the same hardware, doesn't always mean they will react exactly the same. Sometimes it could be minor faults in memory, that goes for the GPU as well. Perhaps one user has upgraded his firmware but the other hasn't, etc.
You're pointing the blame at Microsoft for a driver that they didn't write for a piece of hardware they didn't make. Makes sense to me.
