Assuming the movie(s) are like Do Androids Dream of Electric Sheep?, the earth is a decaying shit hole, where only the poor and destitute are left. Anyone with money has left the planet, so fashion is not a concern.

Also, Deckard's knowing look when Officer K says "I want to ask you some questions" immediately made me think Voight-Kampff.
