They've been saying that for years. F-1 is so insanely expensive that the amount of cylinders in the engine means nothing to their overall budget. If anything, regulating the engine to a spec series stifles innovation. Also, V6 engines sound terrible.
V6 engines do sound gross. Instead of worrying about how many cylinders they have, why doesn't F-1 let teams build whatever engine they want, but they have to finish the race with a set amount of fuel.
