No, the point of the tweaks was to get people to spray less. People continued to spray anyways, and burst fire and tapping got inadvertently nerfed as well. Hitting shots became more of a crap shoot than being a reward for recoil control.

Changes very rarely work when you have people who are used to the same thing. they make the thing worse.
