Yes, but typical traffic cameras don’t have the resolution to capture the plates because their primary purpose is to verify the traffic flow, look for broken down cars, etc. AFAIK, only speed cameras and red light cameras have the necessary resolution to read the plates.

I read the source article, but it sounds like a fluff piece to me. For a technical high school (vo tech) project, I would expect more technical insight, like referencing old Honda drawings, or meticulously taking measurements off a real Cub to make a true 1:1 replica.
