Instead of wasting your energy on persuading the kid to “devote” himself to a sports team, what about persuading the kid to devote himself to something more productive, like learning, getting exercise, or helping out around the community? I see ZERO productive ROI from devoting oneself to a sport team.

I don’t know about “GPS”, but cell phone GPS works without any cell signal. GPS only provides positioning. If you mean navigation, I agree that some will not work without signal, but others work by caching part or all of the map in the phone’s memory. Google Map is one example of app with cache.
