I saw the first picture and I thought "who the hell is charging 99K for a Pontiac Fauxrarri???" I am now ashamed.
I'm planning on doing a full explainer with input from some smarter people than me.
It was likely "sort of illegal," like it is today. At the time, they likely only broke speed limits (as evidenced by the fact that they got a speeding ticket), but probably not much else.
And it makes total sense that the ship has "Florida" in its name.
