WRONG. Premium diesel in the EU is defined as 55 cetane. No car requires premium diesel in the EU. They all run just fine on 51 cetane.

Your information is outdated. Federal law requires 48 cetane fuel. California and a few other states with the same emissions standard have 53 cetane fuel. The days of 40 cetane fuel are long gone
