However, in no place does she say that she’s anti-vaccine. She makes it clear that medical exemptions are needed and she basically says…

She specified in her answer that she was speaking of health exceptions, so clearly she was not what she meant. You are ascribing your own meaning when hers was clear.
The only exemption she mentioned was for health related reasons. Not all people can get vaccines.
