Well they did say they thought he was dead. That’s the only way he’s not being hunted down by the Justice League if he killed a legacy character.

It can’t be a legacy character because then you have to explain why that mentor didn’t kill Deathstroke. But that’s always been the flaw inherent in the Titans. Kill Robin, Wonder Girl, Speedy, Kid Flash or Aqualad and you’ve got the Justice League after you.
