Probably can’t do anything about the deer. However, making sure that the braking system is fully-functional by requiring regular safety inspections could reduce the amount of damage/death. Some states require safety inspections, others don’t.

I live in Arizona, which is overflowing with HOAs. I looked at some houses that weren’t part of HOAs, but the people in those neighborhoods seemed to be extremely of the "I'll do whatever the hell I want" variety. Unfortunately, I couldn't find anywhere in the middle ground.
