It's not that costly - It's $98 because Square can get that much money for a final fantasy game in Japan, plain and simple. The same happens with lots of big franchises, anime, etc.

I assume you mean subtitles that are embedded in the mkv, not actually subtitles hardcoded in the video (which nothing can get rid of :)). If you are using MPC to process your subtitles it's easy, you just right click, subtitles, unclick enabled, but if you have it set to use another filter or MKV splitter to handle…
In my experience, MPC has better compatibly with odd iterations of various formats and codecs, and is more stable with mkvs than VLC (not nearly the problem it used to be, but VLC on osx *still* crashes scanning through large mkvs sometimes). Because it's easy to switch codecs it's also easier to fix compatibility…

In a lot of areas there is only one realistic option, and that is usually the cable company - which is almost always a monopoly within its region. In central city areas DSL is technically an option but much slower, and fiber is scarce, not to mention scaling back now because Verizon didn't make money off of it.
