He had a dog with him because he is disabled, that's not irrelevant. You're argument makes it sound like he could just leave the dog and be fine. The dog is there to help him with every day activities.
And a lot of this comes to speculation on our part. We don't know the details, but it looks like he was treated differently as a result of his disability.
