I hear ya. This is completely unacceptable behavior on so many levels. Even if it were not a Rover, it is still someones property, and it is just plain wrong.

What if the Rover was damaged while being used by dealer staff?  The small print on the service contract would not keep me from taking immediate and persistent action to address this.
