It's definitely not limited to Japan and you'd do well to not encourage this opinion. Just because it's the only thing that seems to get reported about Japan doesn't mean it's some prevalent issue that is taking over their country.

A good counter to this is just to get a team of friends to play together. You improve together and hopefully make the community nicer for yourself by being respectful. Being in a group also counters the abuse, etc you'd receive on your team.
