Have you tried downloading anything via usenet? What speeds do you get?

I've got Time Warner Cable in Brooklyn, NY and it's AWFUL. During the day, we get pretty good speeds (We have a 30Mbps plan), but at night, when we're actually using it, our speed is anywhere from .2Mbps to 7Mbps. I would love to switch plans, but NYC only lets one ISP per building. So I'm screwed.
