Choose one or the other. No way do you get 2 or 3 better airframes, cheaper. Either you get cheaper, or you get better, you don’t get both.

Alternatively, we could have had three different aircraft programs with ballooning budgets and missed deadlines. No one can say with any certainty that your suggestion would have been better, and there is plenty of evidence available to suggest that contracting programs themselves are flawed.

Pools require circulation and filtration to maintain water quality and clarity. A pool of this magnitude needs serious hydraulic engineering and plumbing far more complex than would be practical to retrofit into a silo.
