They shipped the PC version with the same assets as the PS3 version (which took up ~38GB of space), plus dual audio (including all of the prerendered cutscenes). Simple as that.

The kicker here is that the PC version contains both the English and Japanese versions of all the prerendered cutscenes (and they take up a lot of space), while the PS3 version only held one language.

I'd guess mostly because the only consumer-available cards that meet the recommended system requirements to use the ultra HD texture pack is a GTX Titan or other similar $1000 graphics cards. It's just not going to be representative of many users' play experience.
